Some have better defense-to-weight ratios than others, but others grant more stats of different kinds like resistances, or lower overall defense yet superior individual defenses (e.g. It's the same with what you're classifying 'medium/light' armor. Ornstein's set has very poor stats in every respect, but provides THE most Lightning Defense.
Other sets, such as fully upgraded Black Iron, or Smough's Set (which cannot be upgraded) have superior defense, but offer less Poise.
NONE of them are 'the best' because NONE of them have superior of ANYTHING! Havel's Set, for example, is the heaviest set, but does NOT offer the best defense however, it's unrivaled in Poise.
